Question:
I am interested in taking some graduate (BSc.) course, in area of computers of generally IT. I am seeking for some credited (or non-credited) colledge, or educational institution, that could provide me with a course and Bsc. diploma. Tele-learning (via Internet), and taking exams same way is highly preferable. I am not resident/citizen either of USA/Canada or EU (if that matters?)

You could look at the London University external degree in Computing and Information Ssystems at:

Most US colleges and universities have provisions for admitting foriegn students. Usually, this entails the TOEFL. A number of schools offer computer programs by distance, so you could enroll and complete a degree without ever setting foot on campus.

Do a search on http://www.college-without-classes.com and you should find several schools that fit your needs. If you don't need the full degree program, you can enroll for classes that will be fully transferable, should you choose to do so later on.
