I know a company in Cambridge called Computability used to run these courses through Skills Training at Cherry Hinton Hall, however, I heard Computability have ceased trading

According to the guide to local adult learning I have in front of me the European Computer Driving Licence courses are held at
Cambridge Regional College Hills Road Sixth form college Long Road Sixth form college Manor Community College Parkside Community College
Plus a lot of the village colleges. Cost seems to be around the £200 markThe Library learning centre in St Ives Library does it, so I should think there is a good chance you can do it at the Central Library
